Paul Arns, Ph.D.

Chief, Clinical Informatics, Los Angeles County Department of Mental Health

Dr. Arns oversees the integration of LACDMH clinical and business operations with its use of data and information technology. This includes “big data” analytics used in program planning, monitoring, evaluation and performance improvement, the development and implementation of reports, training and technology solutions to support the DMH workforce and management in the delivery of mental health services, and facilitating data integration efforts between LACDMH and other provider organizations. Dr. Arns is the Clinical Director of the LACDMH IBHIS (Integrated Behavioral Health Information System) project, the Department’s electronic health record.  He also manages LACDMH’s data-driven performance-based management program, STATS (Strategies for Total Accountability and Total Success).  Prior to assuming his informatics role, Dr. Arns has served as a clinician, supervisor and manager in a variety of mental health service settings.
